Jason Ramon Rios, 31, of Sacramento and transient Keisha Lynn Dague, 23, were arrested at 4:42 a.m. Thursday on suspicion of grand theft, possession of stolen property, conspiracy and vandalism. The pair was stopped for a traffic violation on Pacific Street near Sunset Boulevard, reported Lt. Lon Milka. Since both are on probation, the officer searched the vehicle and found three copper “water backflow devices.” Other officers checked commercial buildings on Pacific Street, Lt. Milka continued, and found that copper waterflow devices were missing from a building in the 5800 block. The two were booked into Placer County Jail. Copper “water backflow devices” are used to control the flow of water and are generally located behind commercial buildings, Lt. Milka explained. Thieves typically steal these devices and sell them for scrap metal, he concluded. -- Staff report
